{"id":34213,"date":"2012-10-18T00:29:34","date_gmt":"2012-10-18T00:29:34","guid":{"rendered":"http:\/\/www.intouchrugby.com\/magazine\/?p=34213"},"modified":"2012-10-18T00:29:34","modified_gmt":"2012-10-18T00:29:34","slug":"erc-round-1-citings-seymour-hines-koyamaibole-law-10-4-b-m-j-referees-are-citing-all-infringements-no-matter-who-the-player","status":"publish","type":"post","link":"https:\/\/www.intouchrugby.com\/magazine\/erc-round-1-citings-seymour-hines-koyamaibole-law-10-4-b-m-j-referees-are-citing-all-infringements-no-matter-who-the-player\/","title":{"rendered":"ERC Round 1 Citings: Seymour, Hines, Koyamaibole: Law 10.4 (b) (m) &#038; (j): Referees Are Citing All Infringements No Matter Who The Player!"},"content":{"rendered":"<p>Please see below details of three citings arising from Round 1 of the Heineken Cup and Amlin Challenge Cup.<br \/>\nNote that under the new IRB Regulation 17, a cited player is not eligible to play until the disciplinary process is concluded.<\/p>\n<p>CORRECTION: Andy Hazell Red Card Hearing date is Thursday, 25 October 2012.<\/p>\n<p>TOMMY SEYMOUR &#8211; CITING<br \/>\nERC has received a Citing Complaint against Glasgow Warriors wing, Tommy Seymour (No 14), following the Heineken Cup Pool 4, Round 1 match against Northampton Saints on Sunday, 14 October 2012.<\/p>\n<p>Seymour is alleged to have carried out a dangerous tackle on the Northampton Saints wing, Vas Artemyev (No 11), during the second half of the match at Franklin\u2019s Gardens.<\/p>\n<p>The complaint was made by Citing Commissioner, Yves Thieffine (France).<\/p>\n<p>The independent Judicial Officer appointed to hear the complaint is Simon Thomas (Wales), and the hearing will take place on Thursday, 18 October 2012.<\/p>\n<p>Law 10.4 (j) \u2013 Lifting a player from the ground and either dropping or driving that player\u2019s head and\/or upper body into the ground whilst the player\u2019s feet are off the ground.<\/p>\n<p>Under the IRB Recommended Sanctions for Offences Committed within the Playing Enclosure, Law 10.4 (j) carries the following penalties: Low End: 4 weeks; Mid Range: 8 weeks; Top End: 12+ to 52 weeks. Note that under the new \u2018IRB Sanctions for Foul Play\u2019 table that was introduced this season, the entry point for sanctions for tip tackles was increased by 33 per cent.<\/p>\n<p>NATHAN HINES &#8211; CITING<br \/>\nERC has received a Citing Complaint against ASM Clermont Auvergne lock Nathan Hines (No.5), following the Heineken Cup Pool 5, Round 1 match against Scarlets at Stade Marcel Michelin on Saturday, 13 October 2012.<\/p>\n<p>Hines is alleged to have stamped on Scarlets wing, Morgan Stoddart (No 11), during the first half of the match. The complaint was made by Citing Commissioner, John Cole (Ireland).<\/p>\n<p>The independent Judicial Officer appointed to hear the complaint is Simon Thomas (Wales), and the hearing will take place on Thursday, 18 October 2012.<\/p>\n<p>Law 10.4 (b) A player must not stamp or trample on an opponent.<br \/>\nUnder the IRB Recommended Sanctions for Offences Committed within the Playing Enclosure, Law 10.4 (b) carries the following penalties: Low End: 2 weeks; Mid Range: 5 weeks; Top End: 9+ to 52 weeks.<\/p>\n<p>SISA KOYAMAIBOLE &#8211; CITING<br \/>\nERC has received a Citing Complaint against Bordeaux-Begles forward Sisa Koyamaibole (No 8), following the Amlin Challenge Cup Pool 1, Round 1 match against London Irish at Stade Andr\u00e9 Moga on Saturday, 13 October 2012.<\/p>\n<p>Koyamaibole is alleged to have committed an act contrary to good sportsmanship in that he bit London Irish replacement Declan Danaher (No 20), during the second half of the match.<\/p>\n<p>The complaint was made by Citing Commissioner, John West (Ireland).<\/p>\n<p>The independent Judicial Officer appointed to hear the complaint is Antony Davies (England) and the hearing will take place on Wednesday, 17 October 2012.<\/p>\n<p>Law 10.4 (m) Acts contrary to good sportsmanship &#8211; Biting<br \/>\nUnder the IRB Recommended Sanctions for Offences Committed within the Playing Enclosure, Law 10.4 (m) carries the following penalties for Biting: Low End: 12 weeks; Mid Range: 18 weeks; Top End: 24+ to 208 weeks.<\/p>\n<p>NOTES TO EDITORS<\/p>\n<p>i) Citing Commissioner<br \/>\na) Citing Commissioners are appointed by ERC for all Heineken Cup and all televised Amlin Challenge Cup matches and shall be entitled to cite a Player for any act or acts of Foul Play that in the Citing Commissioner&#8217;s opinion warranted a citing.<br \/>\nb) For such matches Clubs will not have the power to cite a player but may refer incidents to the Citing Commissioner within 24 hours of the conclusion of the match.<br \/>\nc) The Citing Commissioner will have 50 hours from the start of the game to make a citing. In exceptional circumstances this deadline can be extended.<br \/>\nd) The ERC Disciplinary Officer, Roger O&#8217;Connor may forward the submitted Citing to a Citing Officer to determine whether there are sufficient grounds for the citing to progress.<br \/>\ne) The Disciplinary Officer will then bring a charge against the cited player.<\/p>\n<p>(ii) Disciplinary Hearing<br \/>\na) The independent Judicial Officer is chosen by the Chairman of the independent Disciplinary Panel, Professor Lorne Crerar.<br \/>\nb) ERC\u2019s Disciplinary Officer, Roger O&#8217;Connor, presents the case against the player.<br \/>\nc) Both parties to the hearing (ERC and the player) have the right to appeal decisions of the independent Disciplinary Hearing.
